Blight & Substandard Studies

Services We Offer

Blight & Substandard studies help communities determine eligibility for Tax Increment Financing (TIF) under Nebraska Community Law, an essential step in new development or the redevelopment of an existing area. Villages may include their entire corporate limits within a study area, while second class cities can designate up to 50% of the city’s area, offering flexibility to align with local goals.

At Miller & Associates, we’ve completed numerous Blight & Substandard studies, equipping communities with clear, data-driven insights to support growth and reinvestment. Beyond eligibility, we also help communities identify, prioritize, and address blighted areas – providing guidance to support deblighting and revitalization efforts.
